English

Evaluating the performance of management levels is one of the most important annual assessments conducted across provincial Water and Wastewater Companies in Iran. However, the use of various performance indicators for evaluating managers has introduced considerable complexity into the assessment process and raised concerns about the reliability and consistency of its outcomes. In this study, a team of 21 experts from the Qazvin Province WWC was selected, and 31 effective criteria for evaluating the performance of managers were identified using the Delphi group decision-making method. Subsequently, a Fuzzy TOPSIS multi-criteria Delphi group decision-making model was developed to introduce a novel approach for prioritizing the managers of the Qazvin Province WWC across six counties. The results obtained from the proposed model were then compared with those of the numerical valuation method, which is a commonly used approach in the Qazvin Province WWC. The findings show that the developed model produced more realistic results than the numerical valuation method used by the Qazvin Province WWC. A group of decision-makers further validated the greater realism of these results. Accordingly, the performance rankings of managers in five out of the six counties examined in Qazvin Province were revised and rendered more realistic based on the collective judgments of the decision-makers. In other words, the application of the Fuzzy TOPSIS multi-criteria Delphi group decision-making model resulted in an 83.3% change in the evaluation results compared with those generated by the numerical valuation model for assessing the performance of managers at the Qazvin Province WWC. The model developed in this study represents a novel approach for evaluating the performance of managers in WWCs and is being applied for the first time within the water and wastewater sector in Iran. The findings indicate that the proposed model can serve as an effective alternative tool for managerial performance evaluation.
