ارائه چارچوب یکپارچه کنترل و مدیریت سیلاب؛ مطالعه موردی: محدوده مجتمع معدن مس سرچشمه

چکیده
با تشدید تغییرات اقلیمی و افزایش فراوانی و شدت بارش‌های حدی، خطر وقوع سیلاب و خسارات ناشی از آن به‌طور چشمگیری افزایش یافته است؛ ازاین‌رو، توسعه رویکردهای یکپارچه برای مدیریت سیلاب در مناطق حساس و زیرساخت‌های حیاتی بیش‌ازپیش ضروری است. مجتمع معدن مس سرچشمه، به‌عنوان یکی از مهم‌ترین مراکز صنعتی و اقتصادی کشور، در مجاورت رودخانه شور و در مسیر مسیل ترشاب قرار دارد و سابقه وقوع سیلاب‌های مخرب در این محدوده، ضرورت تدوین یک برنامه جامع برای مدیریت سیلاب را آشکار می‌سازد. در این پژوهش، با هدف توسعه یک چارچوب یکپارچه مدیریت سیلاب، مطالعات هیدرولوژیکی و هیدرولیکی در دو بخش مکمل انجام شد. ابتدا با استفاده از بازدیدهای میدانی، بررسی سوابق سیلاب‌های گذشته و مدل‌سازی هیدرولیکی در نرم‌افزار HEC-RAS، نقاط بحرانی، ظرفیت آبگذری رودخانه، مسیل‌ها و آبراهه‌های اصلی ارزیابی شد و راهکارهای سازه‌ای و مدیریتی متناسب با هر محدوده بر اساس سیلاب با دوره بازگشت 500 سال ارائه و بر اساس سیلاب با دور بازگشت 1000 سال کنترل شد. سپس شبکه جمع‌آوری آب‌های سطحی موجود مجتمع ارزیابی و با بهره‌گیری از نرم‌افزار Autodesk Storm and Sanitary Analysis ، شبکه‌ای بهینه برای هدایت رواناب‌های سطحی و کنترل سیلاب طراحی شد. نتایج نشان داد که تلفیق اقدامات حفاظتی در مسیرهای اصلی جریان با توسعه و اصلاح شبکه جمع‌آوری آب‌های سطحی، موجب افزایش ظرفیت انتقال رواناب، کاهش خطر سیلاب، ارتقای ایمنی زیرساخت‌های حیاتی و بهبود مدیریت آب‌های سطحی در محدوده مجتمع می‌شود. دستاورد اصلی این پژوهش، ارائه یک چارچوب یکپارچه مدیریت سیلاب در یک مجتمع معدنی بود که تحلیل هیدرولیکی رودخانه و مسیل‌ها، شناسایی نقاط بحرانی، طراحی اقدامات حفاظتی و بهینه‌سازی شبکه جمع‌آوری آب‌های سطحی را در قالب یک برنامه واحد تلفیق می‌کند. چارچوب پیشنهادی، علاوه بر ارتقای تاب‌آوری مجتمع مس سرچشمه در برابر سیلاب، می‌تواند به‌عنوان الگویی کاربردی برای برنامه‌ریزی، طراحی و مدیریت سیلاب در سایر مجتمع‌های معدنی و مناطق صنعتی استفاده شود.

چکیده English

With the intensification of climate change and the increasing frequency and severity of extreme precipitation events, the risk of flooding and its associated damages has risen significantly; consequently, the development of integrated flood management approaches for vulnerable areas and critical infrastructure has become increasingly essential. The Sarcheshmeh Copper Mine Complex, as one of the country’s most important industrial and economic hubs, is located adjacent to the Shur River and along the Torshab Stream. The history of destructive floods in this area underscores the urgent need for a comprehensive flood management plan. This research aims to develop an integrated flood management framework through complementary hydrological and hydraulic investigations. First, through site visits, analysis of historical flood records, and hydraulic modeling using HEC-RAS, critical flood-prone locations were identified, and the conveyance capacity of the river, streams, and major watercourses was evaluated. Appropriate structural and management strategies were proposed for each area based on the 500-year return period flood and were checked against the 1000-year return period flood. Subsequently, the current surface stormwater collection system was evaluated in the case study area, and a proposed system for runoff diversion and flood control was designed by Autodesk Storm and Sanitary Analysis. The results demonstrate that integrating protective strategies along the main flow directions with optimization of the surface stormwater collection system significantly enhances runoff conveyance capacity, reduces flood risk, improves the safety of critical infrastructure, and strengthens stormwater management across the complex. The primary contribution of this research is the development of an integrated flood management framework that combines hydraulic analysis of rivers and streams, identification of critical locations, design of protective strategies, and optimization of the surface stormwater collection system into a unified management plan. In addition to enhancing the flood resilience of the Sarcheshmeh Copper Mine Complex, the proposed framework can be used as a practical model for flood planning, design, and management in other mining complexes and industrial areas.
