طراحی سیستم‌های بهره‌برداری تلفیقی منابع آب بر مبنای اعتمادپذیری:مقایسه رویکردهای سیکلی و غیرسیکلی

چکیده

بهره‌برداری تلفیقی از منابع آب سطحی و زیرزمینی از زمان معرفی توسعه پایدار منابع آب مورد توجه زیادی قرار گرفته است. سیستم ذخیره سیکلی، گونه‌ای از سیستم‌های تلفیقی منابع آب است که در آن دو زیرسیستم آب سطحی و زیرزمینی ضمن تأمین نیازهای تعهد شده، یک حلقه تعاملی بینابینی را به‌وجود می‌آورند. تبادل سیکلی آب تنظیم شده بین مخزن سطحی و زیرزمینی، عنصر اصلی سیستم‌ ذخیره سیکلی است که آن را از بقیه سیستم‌های تلفیقی رایج منابع آب که در این پژوهش از آن تحت عنوان سیستم‌ غیرسیکلی یاد شده است، متمایز می‌کند. در این پژوهش، مدل‌های طراحی بر مبنای اعتمادپذیری سیستم‌های ذخیره سیکلی و غیرسیکلی با اهداف کمینه کردن هزینه‌های ساخت و بهره‌برداری و ماکسیمم کردن اعتماد‌پذیری تخصیص آب به بخش کشاورزی فرموله شدند. نتایج نشان داد که عملکرد سیستم ذخیره سیکلی با ذخیره مؤثر آب در آبخوان در فصل (سال)های مرطوب و استفاده از آن در دوره‌های خشکسالی به‌طور قابل‌توجهی بهبود می‌یابد. به‌طوری که به‌منظور برآورده ساختن کامل نیاز آبی، هزینه طراحی سیستم با استراتژی سیکلی، 4/90 میلیارد ریال نسبت به استراتژی غیرسیکلی کاهش می‌یابد. همچنین با صرف هزینه مشخص، اعتماد‌پذیری در استراتژی سیکلی نسبت به استراتژی غیرسیکلی به‌صورت چشمگیری بهبود می‌یابد. علاوه بر این طراحی سیکلی سیستم در مقایسه با طراحی غیرسیکلی آن، به‌طور ضمنی احتمال وقوع سیل در پایین‌دست را به مقدار قابل‌توجهی کاهش می‌دهد.

Conjunctive use of surface and groundwater has received its growing attention from introduction of sustainable development of water resources. Cyclic storage system is an extension to conjunctive use of surface and groundwater in which the surface water bodies and groundwater aquifer(s) are satisfied the prespecified demands in an interactive loop. Cyclical exchange of regulated water between groundwater aquifer and surface reservoir is the key element of a cyclic storage system that differentiates it from the conjunctive use of surface and groundwater systems as usually practiced, as referred to non-cyclic storage system in this paper. In the present study, reliability-based design of the cyclic and non-cyclic storage systems models are formulated as a multi-objective programming and intend to minimize the construction and operation costs and maximize the reliability of water allocation to the agricultural sector. Results show that the performance of cyclic storage system significantly improves by more efficient storing surface water in a groundwater basin in wet seasons (years) and using it during dry periods. so that to fully meet the present demands in cyclic strategy, we had to pay less than 90.4 billion rials, compared to the non-cyclic strategy. It is also shown that, for any given cost, the reliability with cyclic strategy well exceeds that of non-cyclic strategy. In addition, the cyclic design of the system implicitly reduces the probability of flooding downstream significantly rather than the non-cyclic strategy.
